The importance of Evatt's book has not been diminished by the many changes in the Commonwealth since its first publication in 1936, and many subsequent writers owe a large debt to the views Evatt first propounded. Evatt believed primarily that it was highly necessary for the reserve powers exercisable by the Queen or by her representative in a Commonwealth country to be more precisely defined by the passing of legislation. Cowen's Introduction demonstrates the continued relevance of Evatt's work to the constitutional structure of the Commonwealth.
